Old Registration Rules

  • Kindergartens, elementary schools, and high schools are to register under k12.il
  • Non-profit organizations such as amutot and malkarim are to register under org.il
  • Academic institutions of higher education (with Malkar status) are to register under ac.il
  • Governmental organizations are to register under gov.il The Internet Society of Israel has delegated responsibility for all gov.il domains to the Government Internet Committee located in the Ministry of Finance which has overall responsibility for network planning and implementation within the Israeli government. The person responsible for the proccess in the Ministry of Finance is Neomi Dadon ([email protected]). For any gov.il domain, send your request to [email protected] via email or by electronic registration from http://www.itpolicy.gov.il/registrar The Israeli registrar official will only accept gov.il requests that are approved by the Government Internet Committee.
  • muni.il – For municipal and local government authorities. Names within the muni.il domain will be allocated to all municipal entities within the State of Israel, and to the settlements officially recognized by Israel in Judea, Samaria and Gaza areas. In all cases, domains will be allocated only to the formal representative of municipal entities (in case there are more than one entity representing a settlement, the civil entity will typically go under org.il, while the municipal entity will go under muni.il). The names allocated in the muni.il domain will be according to the formal List of Settlements , published regularly by the Central Bureau of Statistics in the Prime Minister’s office. Regional municipalities will be allocated a domain name according to the CBS annual reports, with the string -region appended. Requests for a different spelling (only) for a domain name can be presented to the ISOC-IL, provided that:
    • There is a letter, signed by the head of the municipal entity, on municipal stationary, that details the desired spelling.
    • There is no prior registration (or pending registration) of the domain name requested.
    • The domain name requested represents only different spelling to the formal name of the municipal entity, and no other change (as compared to the formal list cited above).
  • Commercial organizations are to register under co.il
  • Internet Service Providers are allowed to register under net.il
  • No other domain groupings will be opened
  • Domain names are not allowed to contain obscene words, example: shit.co.il
  • Domain names are not allowed to infringe on existing domains:
    Example: besek.co.il would infringe on bezek.co.il. This is done on a best effort basis.
  • Domain names may not contain the following reserved words:
    • www
    • internet

    Example: internet.co.il would not be allowed. inter-net.co.il would be allowed

  • Domain names may not use well known geographic areas unless they represent an official muncipality, i.e. israel.co.il or telaviv.co.il
  • Domain names may be generic in nature. Example: nadlan.co.il, shuk.co.il
  • Only Internet Service Providers with a valid operating license from the Ministry of Communication may register under the net.il domain
  • Due to technical problems with DNS resolving of top level domains, no 3rd level domains will be allowed that are the same as ISO country codes or of the existing or new proposed gTLDs: .net, .com, edu, .mil, .gov, .org, .arpa, .int, .firm, .store, .web, .arts, .rec, .info, .nom. Examples of what is invalid: edu.co.il, arpa.org.il, uk.co.il.
  • Domain names are not the property of Internet Service Providers that provide the registration services of their company. Domain names are never owned by ISPs – other than those names that are registered to run their company.
  • Domain names are portable from ISP to ISP.
  • No one company may register more than 10 domains on behalf of their company
  • Domain names are non-transferrable once registered to a company unless said company is bought out or merges with another company. If a company goes bankrupt, the domain names owned by that company are deallocated.
  • Domain registrations must be related to the business or activities of the company requesting the domain. Requests by individuals or companies to register domains in the attempt to sell them later to other companies will result in all domains owned by said company to be revoked immediately.

The current ruleset is managed by a registrar and one can appeal any decision by sending email to the Board of ISOC-IL.

Rules for Transition Period as New Rules Become Effective

The Rules for the Allocation of Domain Names (hereinafter the New Rules ) will take effect on 13 Tevet 5759 – 1 January 1999, (hereinafter the Effective Date ), and from that day forward, the Rules which appear at the website isoc.org.il under the title Old Rules will no longer be in effect regarding applications for allocation of Domain Names under .IL Top Level Domain.

Notwithstanding the above:

  • A Domain Name, which was allocated prior to the New Rules taking effect, will continue to be governed by the Old Rules with regard to its validity.
  • An application for a Domain Name which is received by the ISOC from 12 Kislev 5759 – 1 December 1998, will be governed by the New Rules with regard to renewal requirements (see Section 5 of the New Rules).
  • An application for a Domain Name which is still pending on the Effective Date of the New Rules will be governed by the Old Rules, with the exception of renewal requirements as in Section 2 above.
    With regard to an application for a Domain Name which is still pending on the Effective Date of the New Rules, any action required or allowed under the Old Rules will still be required or allowed, and any notice from ISOC to any applicant or Holder to take such action is deemed to still be in effect.
  • From the date the New Rules take effect, the Domain Name Registry, which was governed by the Old Rules, will be combined with the Domain Name Registry governed by the New Rules. The combined Registries will be the effective unified Registry.

The technical clocking-in system as utilized by ISOC-IL is determinative of the timing of the dates mentioned herein.
