The Israel Internet Association (ISOC-IL) has updated the Registration Rules for domain names under the .net.il subdomain.
Until now, eligibility for registration under the subdomain .net.il was limited to entities providing substantial internet services (including access services) on the basis of a license issued by the Ministry of Communications pursuant to the Communications Law (Telecommunications and Broadcasting), 1982. In compliance with the law, those applying for domain registration under net.il were required to present a valid ISP license issued by the Ministry of Communications.
Following Amendment 76 to the Communications Law, the licensing system for internet services in Israel underwent a fundamental change, and now most entities providing internet access services are no longer required to hold a license but instead must be registered in the registry maintained by the Ministry of Communications.
In accordance with this legislative change, the ISOC-IL Board of Trustees has revised the registration rules so they correspond with the updated provisions of the law.
Also consequent to the amendment, the former requirement to hold an “Internet Switching Services” license, required of Internet Exchange Point operators, has been cancelled, and these entities are no longer required to register with the Ministry of Communications. Nevertheless, ISOC-IL has determined that operators of Internet Exchange Points in Israel remain eligible to register domain names under .net.il, in view of their essential role in the core internet infrastructure in Israel.
In light of the above, the following is the updated rule for .net.il registration:
Domain names under .net.il may be allocated to:
- Any “Authorized Provider” as defined in the Communications Law (Telecommunications and Broadcasting), 1982, providing broadband and/or internet access services via fixed, mobile, or satellite means; and
- Any entity operating an Internet Exchange Point (IXP) in Israel.
This update will take effect on September 2, 2025.
