Adv. Vered Zlaikha

Vered is a partner at Lipa Meir & Co. and the company’s Head of Cyber Affairs and Artificial Intelligence. She is also a Research Fellow at the Hebrew University Federmann Cybersecurity Research Center. Vered is an expert in cyber law and policy, and has accumulated an extensive range of experience in cybersecurity and technology locally and internationally, in both public and private sectors. In her current position, she leads the Cyber Affairs and AI practice at Lipa Meir and manages legal counsel for various organizations and companies.

Vered is the former Head of International Cyber Policy and Initiatives at the National Cyber Directorate, and represented Israel in Cybersecurity working groups at the UN and in the OECD. She also served as the Legal Advisor for Technology and Cybersecurity Affairs at the Israel Defense Forces. In the context of her various positions over the years, she took part in promoting Israel’s positions in international processes; in negotiations and drafting of agreements; in promoting legislation and regulation; in consultation regarding legal procedures; and in inter-ministerial work with government ministries and state authorities. 

Vered also served as a member of the steering committee of the Haifa University Cyber Law and Policy Research Center.

Vered holds a Master’s degree (Magna Cum Laude) in Public Law from Tel Aviv University (LL.M, 2006), a Master’s degree from the Tel Aviv University Political Science, Diplomacy & Security Executive Program (M.A., 2012), and a Bachelor’s degree in Law from Bar Ilan University (LL.B, 2000).
